1 1 Section 1. Section 321.20, subsection 1, Code 1999, is
1 2 amended to read as follows:
1 3 1. The name, social security number, driver's license
1 4 number, date of birth, bona fide residence and mailing address
1 5 of the owner. If the owner is a firm, association, or
1 6 corporation, the application shall contain the business
1 7 address and federal employer identification number of the
1 8 owner. If the owner is a lessor, the application shall also
1 9 contain the name, social security number, driver's license
1 10 number, date of birth, bona fide residence, and mailing
1 11 address of the lessee.
1 12 Sec. 2. Section 321.24, unnumbered paragraph 1, Code 1999,
1 13 is amended to read as follows:
1 14 Upon receipt of the application for title and payment of
1 15 the required fees for a motor vehicle, trailer, or
1 16 semitrailer, the county treasurer or the department shall,
1 17 when satisfied as to the application's genuineness and
1 18 regularity, and, in the case of a mobile home, that taxes are
1 19 not owing under chapter 435, issue a certificate of title and,
1 20 except for a mobile home, a registration receipt, and shall
1 21 file the application, the manufacturer's or importer's
1 22 certificate, the certificate of title, or other evidence of
1 23 ownership, as prescribed by the department. The registration
1 24 receipt shall be delivered to the owner and shall contain upon
1 25 its face the date issued, the name and address of the owner,
1 26 the name and address of any lessee of the vehicle, the
1 27 registration number assigned to the vehicle, the title number
1 28 assigned to the owner of the vehicle, the amount of the fee
1 29 paid, the amount of tax paid pursuant to section 423.7, the
1 30 type of fuel used, and a description of the vehicle as
1 31 determined by the department, and upon the reverse side a form
1 32 for notice of transfer of the vehicle.
1 33 EXPLANATION
1 34 This bill amends Code sections 321.20 and 321.24, relating
1 35 to applications for and issuance of registrations and
2 1 certificates of title for certain vehicles. The bill requires
2 2 an application for registration and certificate of title to
2 3 contain the name, social security number, driver's license
2 4 number, date of birth, bona fide residence, and mailing
2 5 address of the lessee of a vehicle if the owner of the vehicle
2 6 is a lessor. The bill also requires the registration receipt
2 7 and the certificate of title for such a vehicle to contain the
2 8 name and address of the lessee.
