PAG LIN 1 1 HOUSE CONCURRENT RESOLUTION NO. 1 2 BY FALLON and BRUNKHORST 1 3 A Concurrent Resolution urging the United States 1 4 Congress to adopt year-round daylight saving time. 1 5 WHEREAS, daylight saving time has been utilized 1 6 several times during this century as a measure to 1 7 conserve natural resources during times of crisis; and 1 8 WHEREAS, the United States Department of 1 9 Transportation studied the use of daylight saving time 1 10 during the mid-1970s and found that it saved energy, 1 11 reduced crime, and resulted in fewer traffic 1 12 accidents; and 1 13 WHEREAS, millions of Americans enjoy increased 1 14 opportunities for daylight leisure activities during 1 15 the months daylight saving time is in effect; and 1 16 WHEREAS, changing between standard time and 1 17 daylight saving time creates needless confusion, 1 18 including making people late for church in April, and 1 19 increases the risk of accidents in the time period 1 20 just following each change; and 1 21 WHEREAS, Congress, through adoption of the Uniform 1 22 Time Act of 1966, has only authorized the use of 1 23 daylight saving time during a specified number of 1 24 months each year; NOW THEREFORE, 1 25 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE 1 26 SENATE CONCURRING, That the General Assembly of the 1 27 State of Iowa urges the United States Congress to pass 1 28 legislation requiring daylight saving time on a year- 1 29 round basis; and 1 30 BE IT FURTHER RESOLVED, That copies of this 2 1 resolution be sent to the President of the United 2 2 States Senate, the Speaker of the United States House 2 3 of Representatives, and the members of Iowa's 2 4 congressional delegation. 2 5 LSB 2674HH 78 2 6 ec/cf/24
