  1  1           HOUSE CONCURRENT RESOLUTION NO. ___

  1  3 A Concurrent Resolution requesting the President of
  1  4    the United States to endorse and sign the
  1  5    International Convention on the Prohibition of the
  1  6    Use, Stockpiling, Production, and Transfer of
  1  7    Anti-Personnel Landmines and on Their Destruction.
  1  8    WHEREAS, landmines remain deadly and active on
  1  9 battlefields, roads, farm fields, villages, and towns
  1 10 long after wars end, putting innocent civilians at
  1 11 risk; and
  1 12    WHEREAS, landmines kill and maim for years after
  1 13 wars end when triggered by men and women at work and
  1 14 children at play; and
  1 15    WHEREAS, the International Red Cross estimates that
  1 16 around the world 800 people are killed and 1,200
  1 17 people are maimed each month by landmines; and
  1 18    WHEREAS, it is estimated that 100,000 deadly active
  1 19 landmines remain undetonated and scattered throughout
  1 20 the world; and
  1 21    WHEREAS, unless banned, landmines will continue to
  1 22 indiscriminately kill and maim 25,000 or more innocent
  1 23 people each year for many years into the future; and
  1 24    WHEREAS, American Jody Williams, Coordinator of the
  1 25 International Campaign to Ban Landmines, received the
  1 26 Nobel Peace Prize in October 1997, for her efforts to
  1 27 promote the banning of landmines; and
  1 28    WHEREAS, since the Ottawa Meeting in December 1997,
  1 29 133 governments from around the world have signed the
  1 30 International Convention on the Prohibition of the
  2  1 Use, Stockpiling, Production, and Transfer of Anti-
  2  2 Personnel Landmines and on Their Destruction; and
  2  3    WHEREAS, the President of the United States has
  2  4 refused to endorse and failed to sign the
  2  5 International Convention on the Prohibition of the
  2  6 Use, Stockpiling, Production, and Transfer of Anti-
  2  7 Personnel Landmines and on Their Destruction; NOW
  2  8 THEREFORE,
  2  9    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
  2 10 SENATE CONCURRING, That the President of the United
  2 11 States is requested to endorse and sign the
  2 12 International Convention on the Prohibition of the
  2 13 Use, Stockpiling, Production, and Transfer of Anti-
  2 14 Personnel Landmines and on Their Destruction; and
  2 15    BE IT FURTHER RESOLVED, That copies of this
  2 16 Resolution be sent by the Chief Clerk of the House of
  2 17 Representatives to the President of the United States,
  2 18 the President of the United States Senate, the Speaker
  2 19 of the United States House of Representatives, and the
  2 20 members of Iowa's congressional delegation.
