1 1 HOUSE CONCURRENT RESOLUTION NO. _____
1 2 BY WARNSTADT, WHITEAD, RANTS, and KLEMME
1 3 A Concurrent Resolution providing for the establishment
1 4 of a committee by the Legislative Council to conduct
1 5 a study of economic development issues related to the
1 6 distribution of goods.
1 7 WHEREAS, the distribution of goods and the
1 8 development of distribution centers for goods in the
1 9 state is considered an important segment of the
1 10 economy of the State of Iowa; and
1 11 WHEREAS, opportunity exists for increased
1 12 distribution center activity in Iowa due to recent
1 13 federal designations of Interstates 29 and 35 as
1 14 federal high priority corridors for enhanced trade
1 15 traffic between the United States, Canada, and Mexico;
1 16 and
1 17 WHEREAS, the General Assembly believes a
1 18 comprehensive study of the distribution of goods and
1 19 the development of distribution centers in the state
1 20 is necessary and in the best interests of the economic
1 21 health of the citizens of the State of Iowa; NOW
1 22 THEREFORE,
1 23 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
1 24 SENATE CONCURRING, That the Legislative Council is
1 25 requested to appoint an interim study committee to
1 26 conduct a comprehensive study of the distribution of
1 27 goods and the development of distribution centers in
1 28 the state by studying all statutory, regulatory,
1 29 taxation, and other issues related to the distribution
1 30 of goods and the development of distribution centers;
2 1 and
2 2 BE IT FURTHER RESOLVED, That the interim study
2 3 committee should be composed of 10 members consisting
2 4 of members from both political parties and both houses
2 5 of the Iowa General Assembly; and
2 6 BE IT FURTHER RESOLVED, That the committee should
2 7 be staffed by the Legislative Service Bureau and the
2 8 Legislative Fiscal Bureau. The committee should begin
2 9 its deliberations following the adjournment of the
2 10 1999 Session of the General Assembly and should issue
2 11 its report of recommendations by January 1, 2000.
