1 27 line 17 and inserting the following:

1 30 "Sec. . HORSE ASSOCIATIONS – GAMBLING
1 31 TREATMENT PROGRAM. For the fiscal year beginning July
1 32 1, 2000, and ending June 30, 2001, an amount of the
1 33 tax revenue received by the state racing and gaming
1 34 commission pursuant to section 99D.15, subsections 1,
1 35 3, and 4, equal to three-tenths of one percent of the
1 36 gross sum wagered by the pari-mutuel method is
1 37 appropriated to the department of agriculture and land
1 38 stewardship. Amounts appropriated pursuant to this
1 39 section shall be allocated to the Iowa quarter horse
1 40 racing association, the Iowa thoroughbred breeders and
1 41 owners association, and the Iowa harness horse
1 42 association in an amount based upon each association's
1 43 percentage of total foals delivered during 2000 and
1 44 shall be used to increase and enhance awareness of
1 45 pari-mutuel horse racing events and opportunities in
1 46 the state. Activities funded under this section may
1 47 include but are not limited to raising public
1 48 awareness of the social problems created by addictive
1 49 gaming behavior. Moneys appropriated in this section
1 50 that remain unencumbered or unobligated at the close
2 1 of the fiscal year shall not revert but shall remain
2 2 available for expenditure for the purpose designated
2 3 in the succeeding fiscal year.""
