  EXPLANATION OF VOTES

  MADAM PRESIDENT:  I was necessarily absent from the Senate chamber on
  March 10, 1998, when the votes were taken on Senate Files 367, 2210, 2256,
  2264,
  2312, 2313, 2316, 2329, 2330, 2367, and House File 2189.  Had I been
  present, I would
  have voted "aye." Also, on March 11, 1998, when the votes were taken on
  Senate Files
  2080, 2201, 2224, 2335, 2348, 2359, 2391, and House Files 2162 and 2331.
  Had I been
  present, I would have voted "aye."
