  Fiscal Note:  NOT REQUIRED UNDER JOINT RULE 17.

  EXPLANATION OF VOTE

  MADAM PRESIDENT:  I was necessarily absent from the Senate chamber on
  March 10, 1998, when the votes were taken on Senate Files 2316, 2330, 2264,
  2367,
  and House File 2189.  Had I been present, I would have voted "aye."
