  The Senate met in regular session at 9:10 a.m., President Kramer
  presiding.

  Prayer was offered by Pastor Duane Queen of Lakeside
  Presbyterian Church, Storm Lake, Iowa.

  The Journal of Wednesday, March 4, 1998, was approved.

  LEAVES OF ABSENCE

  Leaves of absence were granted as follows:

  Senators Bartz and Judge until their arrival, on request of Senator Iverson;
  Senator Deluhery until his arrival, on request of Senator Gronstal; and
  Senator
  Rittmer until his arrival, on request of Senator Tinsman.

  CONSIDERATION OF BILLS
  (Regular Calendar)

  Senator Iverson asked and received unanimous consent to take up
  for consideration Senate Files 2160, 2397, 2088, 2198, and 2372.

  Senate File 2160

  On motion of Senator Borlaug, Senate File 2160, a bill for an act
  establishing a state protocol officer, with report of committee
  recommending passage, was taken up for consideration.

  Senator Borlaug moved that the bill be read the last time now and
  placed upon its passage, which motion prevailed by a voice vote, and
  the bill was read the last time.
