  retirement
  systems by providing for the exclusion of certain publicly elected officials
  from
  membership, and the calculation of dividends for certain retirees, under the
  Iowa
  public employees' retirement system.

  Recommendation: DO PASS.

  Final Vote: Ayes, 13: Rittmer, Lundby, Kibbie, Borlaug, Deluhery, Drake,
  Fink,
  Gronstal, Halvorson, King, McLaren, Rife and Szymoniak. Nays, none. Pass, 2:
  McKibben and Tinsman.

  Fiscal Note: NOT REQUIRED UNDER JOINT RULE 17.

  WAYS AND MEANS

  Final Bill Action: SENATE FILE 445, a bill for an act relating to the
  budgets of
  county emergency management agencies and providing an applicability date.

  Recommendation: DO PASS.

  Final Vote: Ayes, 12: Douglas, McKibben, Palmer, Deluhery, Drake, Freeman,
  Hedge, Judge, Maddox, Redfern, Szymoniak and Vilsack. Nays, none. Absent or
  not
  voting, 3: Borlaug, Connolly and McLaren.

  Fiscal Note: REQUIRED UNDER JOINT RULE 17.

  ALSO:

  Final Bill Action: *SENATE FILE 544 (SSB 259), a bill for an act relating to
  the
  designation of unincorporated areas of a county as rural improvement zones,
  providing
  for improvement projects in the zones, authorizing the issurance of
  certificates of
  indebtedness, and payment of the indebtedness by tax increment financing and
  an
  annual standby tax by such zones.

  Recommendation: APPROVED COMMITTEE BILL.

  Final Vote: Ayes, 12: Douglas, McKibben, Palmer, Borlaug, Drake, Freeman,
  Hedge,
  Judge, Maddox, Redfern, Szymoniak and Vilsack. Nays, 1: Deluhery. Absent or
  not
  voting, 2: Connolly and McLaren.

  Fiscal Note: REQUIRED UNDER JOINT RULE 17.

  *Pursuant to Senate Rule 40, the Legislative Service Bureau reported
  nonsubstantive changes to the members of the Ways and Means Committee on
