  and providing an effective date, with report of committee
  recommending passage and placed on the Unfinished Business
  Calendar on April 10, 1997, was taken up for consideration.

  Senator Szymoniak offered amendment S-3477 filed by Senators
  Szymoniak, Boettger and Black of Kossuth on April 10, 1997, to pages
  1 and 3-18 of the bill.

  Senator Szymoniak offered amendment S-3528 filed by her from
  the floor to pages 1 and 11 of amendment S-3477 and moved its
  adoption.

  Amendment S-3528 was adopted by a voice vote.

  Senator King asked and received unanimous consent that action on
  amendment S-3477 as amended and House File 698 be deferred.

  House File 514

  On motion of Senator Douglas, House File 514, a bill for an act
  relating to financial liability coverage and registration requirements
  for motor vehicles in this state, providing for the seizure of motor
  vehicle registration plates, and providing penalties and effective
  dates, with report of committee recommending passage and placed on
  the Unfinished Business Calendar on April 10, 1997, was taken up for
  consideration.

  Senator Rife offered amendment S-3490 filed by him on April 14,
  1997, to strike everything after the enacting clause and to the title
  page of the bill.

  Senator Maddox took the chair at 2:47 p.m.

  Senator Rife moved the adoption of amendment S-3490 and
  requested a record roll call.

  President Kramer took the chair at 2:54 p.m.

  On the question "Shall amendment S-3490 be adopted?" (H.F. 514)
  the vote was:
