  Senator Vilsack offered amendment S-3323 filed by him from the
  floor to amendment S-3236, moved its adoption and requested a
  record roll call.

  On the question "Shall amendment S-3323 to amendment S-
  3236 be adopted?" (S.F. 515) the vote was:

  Rule 23, requiring all Senators present to vote except those who
  express a conflict of interest, was invoked.
