There is appropriated from the rebuild 1 9 Iowa infrastructure fund to the department of economic 1 10 development for the fiscal year beginning July 1, 1 11 1998, and ending June 30, 1999, the following amount, 1 12 or so much thereof as is necessary, to be used for the 1 13 purpose designated: 1 14 To fund the community economic betterment 1 15 recreational and cultural program account established 1 16 in section 15.322: 1 17 .................................................. $ 5,000,000 1 18 Notwithstanding section 8.33, unencumbered or 1 19 unobligated funds remaining on June 30, 2001, from the 1 20 funds appropriated in this section shall revert to the 1 21 rebuild Iowa infrastructure fund on August 31, 2001."" 1 22 #2. NEW SECTION. 15.321 COMMUNITY ECONOMIC 1 30 BETTERMENT RECREATIONAL AND CULTURAL PROGRAM. 1 31 The purpose of the community economic betterment 1 32 recreational and cultural program is to assist 1 33 communities in the development and creation of 1 34 multipurpose recreational and cultural facilities. 1 35 The department shall consider whether the wages, 1 36 benefits, including health benefits, safety, and other 1 37 attributes of the project, would improve the quality 1 38 of tourism and recreational employment in the 1 39 community and the extent to which such a facility 1 40 would generate additional tourism and recreational 1 41 opportunities in the state. The department may 1 42 provide financial assistance to communities for 1 43 infrastructure improvements to multipurpose 1 44 recreational and cultural facilities which meet the 1 45 definition of vertical infrastructure pursuant to 1 46 section 8.57, subsection 5, paragraph "c". Financial 1 47 assistance may be provided in the form of a loan, 1 48 forgivable loan, loan guarantee, cost-share, or any 1 49 combination of financial assistance deemed by the 1 50 department to be most efficient in facilitating the 2 1 recreational or cultural project. 2 2 Up to $2,000,000 may be expended by the department 2 3 for a project if the department determines that an 2 4 immediate opportunity exists for the establishment of 2 5 a facility that can produce a long-term tax-generating 2 6 economic impact, if such project has the approval of 2 7 the city council of the city or board of supervisors 2 8 of the county where the project is located. 2 9 Sec. __. NEW SECTION. 15.322 COMMUNITY ECONOMIC 2 10 BETTERMENT RECREATIONAL AND CULTURAL PROGRAM ACCOUNT. 2 11 1. A community economic betterment recreational 2 12 and cultural program account is established within the 2 13 strategic investment fund to be used by the department 2 14 for the community economic betterment recreational and 2 15 cultural program. The account shall consist of all 2 16 appropriations, grants, or gifts received by the 2 17 department specifically for use under section 15.321 2 18 and any moneys allocated to the community economic 2 19 betterment recreational and cultural program account 2 20 from the strategic investment fund. 2 21 2. Payments of interest, repayments of moneys 2 22 loaned under the community economic betterment 2 23 recreational and cultural program, or recaptures of 2 24 awards shall be deposited into the strategic 2 25 investment fund."" 2 26 #5.
