  1  1    Amend Senate File 5 as follows:
  1  2    #1.  Page 1, by inserting after line 28 the
  1  3 following:
  1  4    "Sec. ___.  An ex-prisoner of war who paid for ex-
  1  5 prisoner of war special plates on or after January 1,
  1  6 1997, but before the effective date of this Act, is
  1  7 entitled to a refund of the fees paid for the plates
  1  8 in excess of fifteen dollars.  A person eligible for a
  1  9 refund under this section shall submit a claim for a
  1 10 refund to the state department of transportation on a
  1 11 form for that purpose obtained from the county
  1 12 treasurer.  Notwithstanding any provision of the Code
  1 13 to the contrary, claims shall be paid from fees
  1 14 deposited in the road use tax fund under section
  1 15 321.145.
  1 16    Sec. ___.  EFFECTIVE AND APPLICABILITY DATES.  This
  1 17 Act, being deemed of immediate importance, takes
  1 18 effect upon enactment and is retroactively applicable
  1 19 to January 1, 1997."
  1 20    #2.  Title page, line 2, by inserting after the
  1 21 word "plates" the following:  "and providing effective
  1 22 and retroactive applicability dates".
  1 23    #3.  By renumbering as necessary.
