1 1 Amend Senate Resolution 1 as follows:
1 2 #1. Page 21, by inserting after line 22 the
1 3 following:
1 4 "A budget impact statement shall be attached to any
1 5 bill or joint resolution which reasonably could have
1 6 an annual effect of at least one hundred thousand
1 7 dollars or a combined total effect within five years
1 8 after enactment of five hundred thousand dollars or
1 9 more on the aggregate revenues, expenditures, or
1 10 fiscal liability of the state. A budget impact
1 11 statement shall contain all of the following:
1 12 (1) The estimated effect in dollars of the bill or
1 13 joint resolution on the revenues, expenditures, and
1 14 fiscal liability of the state during the first five
1 15 years after enactment.
1 16 (2) The estimated revenues and expenditures of the
1 17 state for the first five years after enactment if
1 18 current law remains in place, and the estimated effect
1 19 in dollars of the bill or joint resolution on the
1 20 balance of the general fund of the state or of other
1 21 affected funds of the state for those five years.
1 22 (3) The estimated revenues and expenditures of the
1 23 state as calculated in the preceding paragraph,
1 24 modified by the estimated effect in dollars of any
1 25 other bill or joint resolution passed by the senate
1 26 during the current legislative session which would
1 27 have a significant financial impact on the revenues,
1 28 expenditures, and fiscal liability of the state during
1 29 the first five years after enactment or on the balance
1 30 of the general fund of the state or of other affected
1 31 funds of the state during those five years. The
1 32 modified estimates and calculations required by this
1 33 paragraph need only be prepared for inclusion in a
1 34 budget impact statement prior to the bill or joint
1 35 resolution being taken up by the senate, after
1 36 amendment and passage of the bill or joint resolution
1 37 by the senate, after amendment and passage of the bill
1 38 or joint resolution by the house, after further
1 39 amendment and passage by the senate for the second
1 40 time, and after further amendment and filing of a
1 41 conference committee report."
