PAG LIN 1 1 Section 1. Section 256.7, subsection 3, Code 1997, is 1 2 amended to read as follows: 1 3 3. Prescribe standards and procedures for the approval of 1 4 practitioner preparation programs and professional development 1 5 programs, offered by practitioner preparation institutions and 1 6 area education agencies, in this state. Procedures provided 1 7 for approval of programs shall include procedures for 1 8 enforcement of the prescribed standards and shall not include 1 9 a procedure for the waiving of any of the standards 1 10 prescribed. The standards shall include a requirement that 1 11 practitioner preparation programs include coursework on 1 12 technology and the implementation of technology into the 1 13 classroom. The state board shall collaborate with colleges 1 14 and universities providing practitioner preparation programs, 1 15 the Iowa association of school boards or its designee, 1 16 teachers, and administrators in determining specific 1 17 technology coursework standards. 1 18 Sec. 2. Section 256.16, unnumbered paragraph 1, Code 1997, 1 19 is amended to read as follows: 1 20 Pursuant to section 256.7, subsection 5, the state board 1 21 shall adopt rules requiring all higher education institutions 1 22 providing practitioner preparation to include in the 1 23 professional education program, the following preparation that 1 24contributesmust be successfully completed prior to graduation 1 25 from the practitioner preparation program: 1 26 1. Preparation that contributes to education of students 1 27 with disabilities and students who are gifted and talented,1 28which must be successfully completed before graduation from1 29the practitioner preparation program. 1 30 2. Coursework on technology and the implementation of 1 31 technology into the classroom. 1 32 Sec. 3. Section 272.25, subsection 6, Code 1997, is 1 33 amended to read as follows: 1 34 6. A requirement that practitioner preparation students 1 35 receive instruction in the use ofelectronictechnology for 2 1 instructional purposes, and implementing technology into the 2 2 classroomand instructional purposes. 2 3 EXPLANATION 2 4 This bill requires the state board of education, the 2 5 postsecondary institutions providing practitioner preparation 2 6 programs, and the state board of educational examiners to 2 7 require that practitioner preparation programs include 2 8 coursework on technology and the implementation of technology 2 9 into the classroom. 2 10 The state board is directed to collaborate with colleges 2 11 and universities providing practitioner preparation programs, 2 12 the Iowa association of school boards or its designee, 2 13 teachers, and administrators in determining specific 2 14 technology coursework standards. The state board is further 2 15 directed to adopt rules requiring all institutions providing 2 16 practitioner preparation to include in their program 2 17 coursework on technology and the implementation of technology 2 18 into the classroom and to require the successful completion of 2 19 the coursework prior to graduation from the practitioner 2 20 preparation program. 2 21 LSB 3534YH 77 2 22 kh/jw/5
