  1  1    Section 1.  LIBRARY 2000 ACCOUNT.  There is appropriated
  1  2 from the rebuild Iowa infrastructure fund to the state library
  1  3 fund for the fiscal year beginning July 1, 1998, and ending
  1  4 June 30, 1999, the following amount, or so much thereof as is
  1  5 necessary, to be used for the purpose designated:
  1  6    To be credited to the library 2000 account for use as
  1  7 provided in section 256.52, subsection 6, as enacted by this
  1  8 Act, notwithstanding the definition in section 8.57,
  1  9 subsection 5, paragraph "c":  
  1 10 .................................................. $ 13,650,000
  1 11    Moneys appropriated in this section which remain
  1 12 unobligated or unexpended for the purposes designated in
  1 13 section 256.52, subsection 6, at the close of the fiscal year
  1 14 ending June 30, 2003, shall revert to the rebuild Iowa
  1 15 infrastructure fund.
  1 16    Sec. 2.  Section 256.52, Code 1997, is amended by adding
  1 17 the following new subsection:
  1 18    NEW SUBSECTION.  6.  A library 2000 account is created
  1 19 within the state library fund.  Moneys credited to the account
  1 20 shall only be used as provided in this subsection.  Moneys in
  1 21 the account shall be used for grants to city libraries and to
  1 22 county library districts.  Grant moneys shall not be used to
  1 23 supplant any other funding used by a city library or county
  1 24 library district.  Grant moneys may be used for any library
  1 25 purpose.  Eligibility for a grant shall require the grantee to
  1 26 provide public access to computer connected to the world wide
  1 27 web internet system on or before January 1, 2000.  The maximum
  1 28 grant for a city library or county library district serving a
  1 29 population equal to or less than ten thousand shall be twenty-
  1 30 five thousand dollars.  The maximum grant for a city library
  1 31 or county library district serving a population greater than
  1 32 ten thousand shall be thirty-five thousand dollars.  Grant
  1 33 application provisions and awards shall be determined by the
  1 34 state commission of libraries.  
  1 35                           EXPLANATION
  2  1    This bill creates a library 2000 account in the state
  2  2 library fund and makes an FY 1998-1999 appropriation to the
  2  3 account from the rebuild Iowa infrastructure fund.
  2  4    The account is created in Code section 256.52, which also
  2  5 creates the state commission on libraries and the state
  2  6 library fund.  Moneys appropriated to the state library fund
  2  7 are not subject to reversion at the close of a fiscal year.
  2  8 However, the bill provides that moneys appropriated to the
  2  9 library 2000 account which are not expended or obligated at
  2 10 the close of FY 2002-2003 revert to the infrastructure fund.
  2 11 The bill suspends a requirement that infrastructure fund
  2 12 moneys be used for vertical infrastructure programs.
  2 13    The bill includes requirements for making grants from the
  2 14 library 2000 account to city libraries and county library
  2 15 districts in amounts based upon the population served.  Grants
  2 16 cannot be used to supplant other library funding but otherwise
  2 17 may be used for any library purpose.  A grantee must provide
  2 18 public access to a computer connected to the world wide web
  2 19 internet system by January 1, 2000.  Grant application
  2 20 provisions and awards are to be made by the state commission
  2 21 on libraries.
