PAG LIN 1 1 HOUSE FILE 2340 1 2 1 3 AN ACT 1 4 RELATING TO THE INCLUSION OF DENTISTS AND CERTAIN OTHER 1 5 MEDICAL SPECIALISTS IN THE VOLUNTEER HEALTH CARE 1 6 PROVIDER PROGRAM. 1 7 1 8 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: 1 9 1 10 Section 1. Section 135.24, subsection 1, Code 1997, is 1 11 amended to read as follows: 1 12 1. The director shall establish within the department a 1 13 program to provide to eligible hospitals, clinics, or other 1 14 health care facilities, health care referral programs, or 1 15 charitable organizations, free medical and dental services 1 16 given on a voluntary basis by health care providers. A 1 17 participating health care provider shall register with the 1 18 department and obtain from the department a list of eligible, 1 19 participating hospitals, clinics, or other health care 1 20 facilities, health care referral programs, or charitable 1 21 organizations. 1 22 Sec. 2. Section 135.24, subsection 2, paragraphs a and b, 1 23 Code 1997, are amended to read as follows: 1 24 a. Procedures for registration of health care providers 1 25 deemed qualified by the board of medical examiners, the board 1 26 of physician assistant examiners, the board of dental 1 27 examiners, and the board of nursing. 1 28 b. Criteria for and identification of hospitals, clinics, 1 29 or other health care facilities, health care referral 1 30 programs, or charitable organizations, eligible to participate 1 31 in the provision of free medical or dental services through 1 32 the volunteer health care provider program. A health care 1 33 facility, a health care referral program, a charitable 1 34 organization, or a health care provider participating in the 1 35 program shall not bill or charge a patient for any health care 2 1 provider service provided under the volunteer health care 2 2 provider program. 2 3 Sec. 3. Section 135.24, subsection 2, Code 1997, is 2 4 amended by adding the following new paragraph: 2 5 NEW PARAGRAPH. c. Identification of the medical services 2 6 to be provided under the program. The medical services 2 7 provided shall include obstetrical and gynecological medical 2 8 services. 2 9 Sec. 4. Section 135.24, subsection 3, paragraph b, Code 2 10 1997, is amended to read as follows: 2 11 b. Provided medical or dental services through a hospital, 2 12 clinic, or other health care facility, health care referral 2 13 program, or charitable organization listed as eligible and 2 14 participating by the department pursuant to subsection 1. 2 15 Sec. 5. Section 135.24, subsection 4, Code 1997, is 2 16 amended to read as follows: 2 17 4. For the purposes of this section, "charitable 2 18 organization" means a charitable organization within the 2 19 meaning of section 501(c)(3) of the Internal Revenue Code 2 20 which has as its primary purpose the sponsorship or support of 2 21 programs designed to improve the quality, awareness, and 2 22 availability of medical or dental services to children and to 2 23 serve as a funding mechanism for provision of medical or 2 24 dental services, including but not limited to immunizations, 2 25 to children in this state. 2 26 Sec. 6. Section 135.24, subsection 5, Code 1997, is 2 27 amended to read as follows: 2 28 5. For the purposes of this section, "health care 2 29 provider" means a physician licensed under chapter 148, 150, 2 30 or 150A, a physician assistant licensed and practicing under a 2 31 supervising physician pursuant to chapter 148C, a licensed 2 32 practical nurse,ora registered nurse, or a dentist licensed 2 33 to practice under chapter 153. 2 34 2 35 3 1 3 2 RON J.
