PAG LIN 1 1 Section 1. NEW SECTION. 256.39A SCHOOL-TO-WORK AND 1 2 CAREER PATHWAYS ASSESSMENT AND APPROPRIATION. 1 3 1. A school district that assigns a weighting under 1 4 section 257.11, subsection 8, shall establish clearly defined, 1 5 measurable standards and shall annually use measurement 1 6 instruments to assess the development of student employability 1 7 skills. The school district shall provide the results of this 1 8 assessment to the department of education upon request. 1 9 2. There is appropriated for the fiscal year beginning 1 10 July 1, 1998, and each subsequent fiscal year from the general 1 11 fund of the state ten million dollars, or so much thereof as 1 12 is necessary, to the department of management to pay the 1 13 supplementary aid pursuant to section 257.11, subsection 8. 1 14 State aid paid under this section shall be paid in monthly 1 15 installments beginning on September 15 of a budget year and 1 16 ending on or about June 15 of the budget year as determined by 1 17 the department of management, taking into consideration the 1 18 relative budget and cash position of the state resources. All 1 19 moneys received by a school district from the state under this 1 20 chapter shall be deposited in the general fund of the school 1 21 district and may be used for any school general fund purpose. 1 22 3. If the amount appropriated under subsection 2 is 1 23 insufficient to make the aid payments under subsection 2 and 1 24 section 257.11, subsection 8, the director of the department 1 25 of management shall prorate the payments on the basis of the 1 26 amount appropriated. 1 27 Sec. 2. Section 257.11, unnumbered paragraph 1, Code 1997, 1 28 is amended to read as follows: 1 29 In order to provide additional funds for school districts 1 30 that offer school-to-work or career pathways programs as 1 31 provided in section 256.38 or 256.39, or which send their 1 32 resident pupils to another school district or to a community 1 33 college for classes, which jointly employ and share the 1 34 services of teachers under section 280.15, which use the 1 35 services of a teacher employed by another school district, or 2 1 which jointly employ and share the services of a school 2 2 superintendent under section 280.15 or 273.7A, a supplementary 2 3 weighting plan for determining enrollment is adopted as 2 4 follows: 2 5 Sec. 3. Section 257.11, Code 1997, is amended by adding 2 6 the following new subsection: 2 7 NEW SUBSECTION. 8. SCHOOL-TO-WORK OR CAREER PATHWAYS 2 8 PROGRAMS. For the budget year commencing July 1, 1998, and 2 9 for each succeeding budget year, resident pupils enrolled in 2 10 grades nine through twelve within the district who are 2 11 participating in a school-to-work program which meets the 2 12 objectives identified in section 256.38, subsection 2, or 2 13 which meets requirements identified in section 256.39, 2 14 subsection 2, shall be assigned an additional weighting of 2 15 two-tenths of one pupil, subject to the provisions of section 2 16 256.39A, subsection 3. 2 17 Sec. 4. Section 257.16, unnumbered paragraph 1, Code 1997, 2 18 is amended to read as follows: 2 19 There is appropriated each year from the general fund of 2 20 the state an amount necessary to pay the foundation aid and 2 21 supplementary aid under section 257.4, subsection 2, except as 2 22 limited in section 256.39A. 2 23 Sec. 5. INITIAL YEAR ENROLLMENT CERTIFICATION INITIAL 2 24 YEAR EXEMPTION. For the fiscal year beginning July 1, 1998, 2 25 and ending June 30, 1999, to qualify for funding under section 2 26 257.11, subsection 8, a school district shall certify to the 2 27 department of education, by June 30, 1998, the number of 2 28 pupils who were counted in the basic enrollment of the school 2 29 district on the third Friday of September of the 1997-1998 2 30 school year who were participating in a school-to-work program 2 31 as identified in section 256.38, or a career pathways program 2 32 as identified in section 256.39. The department of education 2 33 shall promptly forward the information on additional 2 34 enrollment because of school-to-work or career pathways 2 35 program participation to the department of management. For 3 1 the fiscal year beginning July 1, 1998, and ending June 30, 3 2 1999, the department of management shall pay supplementary aid 3 3 as provided in section 256.39A and section 257.11, subsection 3 4 8, on the basis of this additional enrollment. 3 5 Notwithstanding section 256.39A, subsection 1, a school 3 6 district is exempt from the requirements of section 256.39A 3 7 relating to measurement instruments and assessment results for 3 8 the fiscal year beginning July 1, 1998, and ending June 30, 3 9 1999. 3 10 Sec. 6. EFFECTIVE DATE. The section of this Act relating 3 11 to initial year enrollment certification, being deemed of 3 12 immediate importance, takes effect upon enactment. 3 13 EXPLANATION 3 14 This bill provides for an annual appropriation of $10 3 15 million to pay foundation aid to school districts for high 3 16 school pupils participating in school-to-work or career 3 17 pathways programs. The bill assigns an additional weighting 3 18 of 0.2 of one pupil to those pupils. After the initial year 3 19 of funding, a school district that assigns such a weighting 3 20 must establish clearly defined, measurable standards and 3 21 annually use measurement instruments to assess the development 3 22 of student employability skills.
