  1  1    Section 1.  Section 48A.9, subsection 1, Code 1997, is
  1  2 amended to read as follows:
  1  3    1.  Registration closes at five p.m. eleven thirty days
  1  4 before each election except primary and general elections.
  1  5 For primary and general elections, registration closes at five
  1  6 p.m. ten days before the election.  An eligible elector may
  1  7 register during the time registration is closed in the
  1  8 elector's precinct but the registration shall not become
  1  9 effective until registration opens again in the elector's
  1 10 precinct.
  1 11    Sec. 2.  Section 48A.9, subsection 3, Code 1997, is amended
  1 12 to read as follows:
  1 13    3.  A registration form submitted by mail shall be
  1 14 considered on time if it is postmarked no later than the
  1 15 fifteenth day thirty-five days before the election, even if it
  1 16 is received by the commissioner after the deadline, or if the
  1 17 registration form is received by the commissioner no later
  1 18 than five p.m. on the last day to register to vote for an
  1 19 election, even if it is postmarked after the fifteenth thirty-
  1 20 fifth day before the election.  
  1 21                           EXPLANATION
  1 22    This bill changes the deadline to register to vote in an
  1 23 election from 10 days before primary and general elections and
  1 24 11 days before all other elections to 30 days before all
  1 25 elections.  The bill also provides that a mailed registration
  1 26 must be postmarked no later than 35 days before the election
  1 27 to be considered on time if it arrives after the deadline.
