  1  1    Section 1.  Section 257.14, subsection 1, Code 1997, is
  1  2 amended to read as follows:
  1  3    1.  For the budget years year commencing July 1, 1991, July
  1  4 1, 1992, July 1, 1993, July 1, 1994, July 1, 1995, and July 1,
  1  5 1996 1997, if the department of management determines that the
  1  6 regular program district cost of a school district for a
  1  7 budget year is less than the total of the regular program
  1  8 district cost plus any adjustment added under this section for
  1  9 the base year for that school district, the department of
  1 10 management shall provide a budget adjustment for that district
  1 11 for that budget year that is equal to the difference.
  1 12    Sec. 2.  Section 257.14, subsection 3, Code 1997, is
  1 13 amended by striking the subsection.
  1 14    Sec. 3.  This Act, being deemed of immediate importance,
  1 15 takes effect upon enactment for the purpose of computations
  1 16 required for the budget year beginning July 1, 1997.  
  1 17                           EXPLANATION
  1 18    This bill extends through the fiscal year beginning July 1,
  1 19 1997, a provision directing the department of management to
  1 20 provide a budget adjustment to ensure that a school district's
  1 21 regular program district cost is not less than 100 percent of
  1 22 the level of the previous budget year.  The bill also strikes
  1 23 an outdated subsection.
  1 24    The bill takes effect upon enactment.
