  1  1    Amend the amendment, H-1626, to House File 715 as
  1  2 follows:
  1  3    #1.  Page 5, by inserting after line 11 the
  1  4 following:
  1  5    "#   .  Page 52, by inserting after line 34, the
  1  6 following:
  1  7    "Sec.    .  YOUTH SERVICES DEPARTMENT – STUDY.
  1  8 The legislative council is requested to establish an
  1  9 interim study committee consisting of members of both
  1 10 political parties from both houses of the general
  1 11 assembly to consider whether a separate state
  1 12 department for youth services should be established.
  1 13 The study may include, but is not limited to, a review
  1 14 of existing programs and services provided to
  1 15 juveniles in this state and the funding mechanisms for
  1 16 those programs and services; identifying the various
  1 17 agencies currently involved in the delivery of those
  1 18 programs and services to juveniles; identifying areas
  1 19 in which programs and services overlap; reviewing the
  1 20 approaches used and experiences of other states in
  1 21 delivering juvenile services; and receiving testimony
  1 22 from agency staff, service providers, and youth
  1 23 services advocates on issues deemed relevant to the
  1 24 delivery of juvenile services in this state.  The
  1 25 committee may be authorized to hire a consultant to
  1 26 provide the background information requested by the
  1 27 committee.  The committee should be directed to submit
  1 28 its findings, together with any recommendations, in a
  1 29 report to the general assembly session which convenes
  1 30 in January 1998.""
