It is also the intent of the 3 42 general assembly that if other programs become 3 43 available which provide similar services, current 3 44 recipients of personal assistance for whom these 3 45 similar services are appropriate shall be assisted in 3 46 attaining eligibility for these programs." 3 47 #31. The legislative council is requested to 4 13 continue the task force established for the 1996 4 14 interim of the general assembly in order to develop a 4 15 comprehensive proposal to accomplish all of the 4 16 following: 4 17 a. Devolution of the control of service delivery 4 18 to the local level. 4 19 b. Elimination of program duplication within the 4 20 department of human services and between the 4 21 department of human services and other departments 4 22 including but not limited to the Iowa department of 4 23 public health, the department of education, and the 4 24 judicial department. 4 25 c. Reduction of paperwork, red-tape, and 4 26 bureaucracy to improve the quality of services 4 27 delivery and consumer satisfaction. 4 28 d. Evaluation of the adherence of the department of 4 29 human services to the department's mission statement. 4 30 2. In addition, the task force may address the 4 31 following topics: granting local authority to deliver 4 32 public services, use of public institutions and 4 33 facilities, the possibility of creating an agency for 4 34 disability and rehabilitation services, and 4 35 development of a "seamless" system for referral of 4 36 families to child day care resources and public 4 37 financial assistance and collaborative programs." 4 38 #37. Page 52, line 2, by inserting after the word 4 41 "care," the following: "in-home services and other 4 42 support,". 4 43 #39.
