1 2 #1. Page 1, by inserting before line 1 the
1 3 following:
1 4 "Section 1. Section 331.321, subsection 1,
1 5 paragraph n, Code 1997, is amended by striking the
1 6 paragraph."
1 7 #2. Page 1, by striking lines 4 through 22 and
1 8 inserting the following:
1 9 "The board of supervisors of a county may create a
1 10 county compensation board to assist in the annual
1 11 review and determination of county officer salaries.
1 12 If a county compensation board is created, the board
1 13 of supervisors shall appoint its members and determine
1 14 their terms of office."
1 15 #3. Page 1, by striking lines 24 through 35 and
1 16 inserting the following: "amended by striking the
1 17 subsection.
1 18 Sec. ___. Section 331.907, subsections 1 and 2,
1 19 Code 1997, are amended by striking the subsections and
1 20 inserting in lieu thereof the following:
1 21 1. a. The annual compensation of the auditor,
1 22 treasurer, recorder, sheriff, county attorney, and
1 23 supervisors shall be determined as provided in this
1 24 section. The board of supervisors or the county
1 25 compensation board, if appointed, shall annually
1 26 review compensation paid to comparable officers in
1 27 other counties of this state, other states, private
1 28 enterprise, and the federal government.
1 29 b. In setting the salary of the county sheriff,
1 30 the board shall consider setting the sheriff's salary
1 31 so that it is comparable to salaries paid to
1 32 professional law enforcement administrators and
1 33 command officers of the Iowa highway safety patrol,
1 34 the division of criminal investigation of the
1 35 department of public safety, and city police agencies
1 36 in this state.
1 37 c. The board of supervisors or the county
1 38 compensation board, if appointed, shall prepare a
1 39 compensation schedule for the elective county officers
1 40 for the succeeding fiscal year. A majority vote of
1 41 the board of supervisors or the county compensation
1 42 board is required to approve the proposed compensation
1 43 schedule.
1 44 2. At the public hearing held on the county budget
1 45 as provided in section 331.434, a copy of the proposed
1 46 compensation schedule shall be submitted for inclusion
1 47 in the county budget. The board of supervisors shall
1 48 review the proposed compensation schedule and
1 49 determine the final compensation schedule which shall
1 50 not exceed the proposed compensation schedule. A copy
2 1 of the final compensation schedule shall be filed with
2 2 the county budget at the office of the director of the
2 3 department of management. The compensation schedule
2 4 takes effect on July 1 following its adoption by the
2 5 board of supervisors."
2 6 #4. Page 2, by striking line 5 and inserting the
2 7 following: "be appointed as provided in section 1 of
2 8 this Act."
2 9 #5. Title page, by striking lines 1 and 2 and
2 10 inserting the following: "An Act relating to the
2 11 annual salaries of elected county officers."
2 12 #6. By renumbering as necessary.
