PAG LIN 1 1 Section 1. Section 331.905, subsection 1, Code 1997, is 1 2 amended by striking the subsection and inserting in lieu 1 3 thereof the following: 1 4 1. A county compensation board is created in each county 1 5 which shall be composed of five members who are electors of 1 6 the county. The members of the county compensation board 1 7 shall be selected as follows: 1 8 a. Two members shall be selected by the board of 1 9 supervisors. One member shall be a member of the board of 1 10 supervisors and one member shall be an elector of the county 1 11 representing the general public. 1 12 b. Two members shall be selected jointly by the following 1 13 county officers: the county auditor, the county attorney, the 1 14 county recorder, the county treasurer, and the county sheriff. 1 15 One member shall be an elective county officer listed in this 1 16 paragraph and one member shall be an elector of the county 1 17 selected by the elective county officers listed in this 1 18 paragraph to represent the general public. 1 19 c. One member shall be an elector of the county selected 1 20 by the two members of the county compensation board who are 1 21 chosen to represent the general public under paragraphs "a" 1 22 and "b". 1 23 Sec. 2. Section 331.905, subsection 2, Code 1997, is 1 24 amended to read as follows: 1 25 2. The members of the county compensation board shall be 1 26 appointed to four-year, staggered terms of office.TheExcept 1 27 for the member of the board of supervisors and the other 1 28 elective county officer, the members of the county 1 29 compensation board shall not be officers or employees of the 1 30 state or a political subdivision of the state. A term shall 1 31 be effective on the first of July of the year of appointment 1 32 and a vacancy shall be filled for the unexpired term in the 1 33 same manner as the original appointment. The terms of office 1 34 of the initial members of the county compensation board shall 1 35 be determined by lot. 2 1 Sec. 3. TRANSITION. The terms of office of the members of 2 2 the county compensation board who are serving unexpired terms 2 3 immediately before the effective date of this Act shall expire 2 4 on the effective date of this Act, and their successors shall 2 5 be appointed as provided in sections 1 and 2 of this Act. 2 6 EXPLANATION 2 7 This bill provides for a five-member county compensation 2 8 board. Two members shall be appointed by the board of 2 9 supervisors, one from its own membership and one elector of 2 10 the county appointed by the board of supervisors to represent 2 11 the general public. Two members shall be appointed by the 2 12 other elective county officers, one from among those elective 2 13 county officers and one elector of the county to represent the 2 14 general public. The fifth member shall be selected by the two 2 15 representatives of the general public who are selected by the 2 16 board of supervisors and the other elective county officers. 2 17 The members who are representatives of the general public 2 18 shall not be officers or employees of the state or a political 2 19 subdivision of the state. 2 20 LSB 2064HV 77 2 21 tj/jw/5
