    Final Vote: Ayes, 8: Szymoniak, Hammond, Boettger, Bartz, Dvorksy,
    Hansen, Kramer and Neuhauser. Nays, none. Absent or not voting, 2:
    Tinsman and Vilsack.

    Fiscal Note: NOT REQUIRED UNDER JOINT RULE 17.
