    finance infrastructure projects.

         Relating to the establishment of innovation zones to provide
    services to children and families at the local level and making an
    appropriation.

         Relating to the performance of a study of the feasibility of the
    establishment of a managed care system for elders who are eligible for

    possible establishment of a pilot project.
