         Senator Kibbie moved that the bill be read the last time now and
    placed upon its passage, which motion prevailed by a voice vote, and the
    bill was read the last time.

    House File 2449

         On motion of Senator Gronstal, House File 2449, a bill for  an act
    setting campaign contribution limits by persons and political
    committees, addressing independent expenditures on behalf of candidates,
    employee and member contributions, making penalties applicable, and
    providing an effective date, with report of committee recommending
    amendment and passage, was taken up for consideration.

         Senator Gronstal offered amendment S-5489 filed by the committee on
    State Government on March 21, 1996, to strike everything after the
    enacting clause and to the title page of the bill.
