    Final Bill Action: HOUSE FILE 2458,  a bill for an act relating to the
    right to appointed counsel or a public defender, by relating to the
    eligibility for certain indigents, the recovery of defense costs, and by
    restricting the right to counsel for certain parents in child in need of
    assistance cases.

    Recommendation: AMEND AND DO PASS AS PROVIDED IN AMENDMENT S-5419.

    Final Vote: Ayes, 15: Giannetto, Vilsack, McKean, Bartz, Bisignano,
    Boettger, Drake, Fraise, Halvorson, Hammond, Hansen, Maddox, Neuhauser,
    Redfern and Szymoniak. Nays, none.

    ALSO:

    Final Bill Action: HOUSE JOINT RESOLUTION 11, a joint resolution
    proposing an amendment to the Constitution of the State of Iowa to
    eliminate the limitation on fines for offenses which may be summarily
    tried without indictment.

    Recommendation: DO PASS.

    Final Vote: Ayes, 13: Giannetto, Vilsack, McKean, Bartz, Boettger,
    Drake, Fraise, Hammond, Hansen, Maddox, Neuhauser, Redfern and
