         The Senate met in regular session at 1:15 p.m., President Boswell
    presiding.

         Prayer was offered by the Reverend Michael Stadie, pastor of the
    St. John Lutheran Church, Pomeroy, Iowa.

         The Journal of Thursday, February 22, 1996, was approved.



                                LEAVE OF ABSENCE

         Leave of absence was granted as follows:

         Senator Freeman until she arrives on request of Senator Boettger.



                           INTRODUCTION OF RESOLUTIONS

         Senate Concurrent Resolution 107, by Kibbie and Rensink, a
    concurrent resolution urging the United States Congress to authorize
    construction of the Lewis and Clark rural water system.

         Read first time and passed on file.

         Senate Concurrent Resolution 108, by committee on Judiciary, a
    concurrent resolution posthumously honoring Mr. John L. Mowry and
    recognizing his many contributions to city, state, and federal
    government.

         Read first time and placed on calendar.



                              INTRODUCTION OF BILLS

         Senate File 2292, by Bartz, a bill for  an act relating to the
    civil actions against individuals including the time period for
    commencing an action and recovery of court costs.
