    juvenile justice, including providing notification to schools by peace
    officers of the possession of alcohol or controlled substances by
    juveniles, authorizing the release of information regarding juveniles
    who escape from detention or are the subject of a felony arrest warrant,
    and allowing a victims statement prior to entry of a dispositional
    order.

    factors that a court and the state department of transportation may
