Read first time and referred to committee on transportation. MESSAGES FROM THE SENATE The following messages were received from the Senate: Mr. Speaker: I am directed to inform your honorable body that the Senate has on January 30, 1996, passed the following bill in which the concurrence of the House is asked: Senate File 2066, a bill for an act relating to assisted suicide and providing criminal penalties. Also: That the Senate has on January 30, 1996, amended the House amendment, concurred in the House amendment, as amended, and passed the following bill in which the concurrence of the House is asked: Senate File 2030, a bill for an act relating to state and county mental health and developmental disability funding provisions and including an applicability provision and an effective date. JOHN F. DWYER, Secretary CERTIFICATION OF ELECTION The following duplicate of the certification of election on file in the office of the Secretary of State, was received on January 29, 1996 and duly approved by the committee on credentials, previously appointed: CERTIFICATION STATE OF IOWA Office of THE SECRETARY OF STATE To the Honorable, the Clerk of the House of Representatives: I, Paul D. Pate, Secretary of State of the State of Iowa; custodian of the files and records pertaining to the elections in the state, DO HEREBY CERTIFY THAT the State Canvassing Board has declared that at a special election held on January 16, 1996, Robert J. Osterhaus was elected to fill a vacancy in the office of State Representative of the Thirty-Fourth district, for the balance of the term which began on January first, 1995.
