    the President of the United States to the Iowa Legislature on April 25,

                              EXPLANATION OF VOTES

         MR. PRESIDENT: I was necessarily absent from the Senate chamber on
    April 13, 1995, because of a religious commitment. Had I been present, I
    would have voted aye as follows:
