         The appointee not having received a two-thirds vote, the Chair
    declared the Senate refused to confirm the appointment of David J.
    Fisher.

         Senator Dvorsky called up the appointment of Robert F. Baur as a
    member of the Iowa Telecommunications and Technology Commission, placed
    on the Individual Confirmation Calendar on February 22, 1995, and found
    on page 426 of the Senate Journal.

         Senator Dvorsky moved that the foregoing appointment be confirmed
    by the Senate.
