NINETY-FIFTH CALENDAR DAY FIFTY-SEVENTH SESSION DAY Senate Chamber Des Moines, Iowa, Thursday, April 13, 1995 The Senate met in regular session at 9:20 a.m., President Boswell presiding. Prayer was offered by Dr. Craig Bex, pastor of the Community Church, Kamrar, Iowa. The Chair announced that the Journal of April 12, 1995, page 1180, would be corrected to show Allan T. Thoms confirmed as a member, not Chairperson, of the Utilities Board. The Journal of Wednesday, April 12, 1995, as corrected, was approved. QUORUM CALL Senator Horn requested a non record roll call to determine that a quorum was present. The vote revealed 46 present, 4 absent and a quorum present. ANNOUNCEMENT BY THE PRESIDENT The President made the following statement from the chair: Statutory deadline for Senate confirmation of Governors appointees is April 15. The 15th is Saturday. The Senate will not be in session either Friday or Saturday, therefore, today becomes the effective last day for Governors appointees to be considered by the Senate. If any member had any question about the timing for appointees, that is the ruling of the Chair. DISTINGUISHED VISITOR Senator Black presented Dr. Peter Sabluk, Ukraine First Deputy Prime Minister for Agriculture, who is visiting Iowa to discuss a project which would increase Iowas agribusiness exports to the Ukraine, and to sign a memorandum of Understanding. Dr. Sabluk addressed the Senate briefly expressing his desire to expand co-operation between Iowa and the Ukraine. He noted that Iowa was the breadbasket of the United States, and that he was working toward reestablishing the Ukraine as the breadbasket of Europe. The Senate rose to express its welcome.
