    Final Vote: Ayes, 7: Horn, Boswell, Rife, Gettings, Husak, Kramer and
    Lind.Nays, 2: Bisignano and Gronstal.

    Fiscal Note: NOT REQUIRED UNDER JOINT RULE 17.
