    providing limited immunity for persons responding to oil spills.

    Final Vote: Ayes, 13: Fink, Black, Lundby, Banks, Borlaug, Dearden,
    Deluhery, Freeman, Gronstal, Judge, Kibbie, Rensink and Sorensen. Nays,
    none. Absent or not voting, 2: Hedge and Priebe.

    ALSO:

    Final Bill Action: *SENATE FILE 404 (SSB 332), a bill for  an act
    relating to solid waste by removing wine and alcoholic liquor as
    mandatory deposit beverages, requesting the allocation of landfill
    alternative grant moneys, and making encouragement of curbside recycling
    a public policy of the state.

    Recommendation: APPROVED COMMITTEE BILL.

    Final Vote: Ayes, 11: Fink, Black, Lundby, Banks, Borlaug,  Freeman,
    Gronstal, Judge, Kibbie, Rensink and Sorensen. Nays, 2: Dearden and
    Deluhery. Absent or not voting, 2: Hedge and Priebe.

    Fiscal Note: NOT REQUIRED UNDER JOINT RULE 17.

         *Pursuant to Senate Rule 40, the Legislative Service Bureau
    reported nonsubstantive changes to the members of the Natural Resources,
    Environment and Energy on Senate File 404 and they were attached to the
    committee report.
