         The Senate met in regular session at 9:07 a.m., President Boswell
    presiding.

         Prayer was offered by the Reverend Leonard Sjogren, pastor of the
    Hope United Methodist Church, Marshalltown, Iowa.

         The Journal of Wednesday, March 8, 1995, was approved.



                              INTRODUCTION OF BILLS

         Senate File 289, by Maddox, a bill for  an act relating to the
    disbursement of child support payments made to the clerk of court or to
    the collection services center and providing penalties and effective
    dates.

         Read first time and passed on file.

         Senate File 290, by committee on Transportation, a bill for  an act
    relating to motor vehicle and highway regulation by the state department
    of transportation concerning retention of records and documents,
    registration plates and stickers, dissolution decree transfers of motor
    vehicle titles, junking certificates for abandoned vehicles, flashing
    blue lights, motorcycle license requirements, leased motor vehicles,
    proof of financial responsibility, charges for handicapped
    identification devices, single state registration for motor carriers,
    commodity base state registration, other technical changes, and
    providing an effective date.

         Read first time and placed on calendar.

         Senate File 291, by committee on Transportation, a bill for  an act
    relating to issuance of motor vehicle licenses by county treasurers and
    providing moneys to the counties for implementation of the Act.

         Senate File 292, by committee on Natural Resources, Environment and
    Energy, a bill for  an act relating to the powers and duties of the
    department of natural resources by authorizing the use of certain
    revenue to repay loans related to sewage collection and treatment plants
    in state parks and recreation areas.

         Read first time and placed on calendar.

         The Senate stood at ease at 9:17 a.m. until the fall of the gavel
    for the purpose of a party caucus.

         The Senate resumed session at 9:56 a.m., President Boswell
    presiding.

         Senator Horn requested a non record roll call to determine that a
    quorum was present.

         The vote revealed 32 present, 18 absent and a quorum present.

         On motion of Senator Black, Senate File 234, a bill for an act
    relating to the powers and duties of the department of natural resources
    by amending procedures for issuing and establishing fees for scientific
    collectors licenses or permits, was taken up for consideration.

         Senator Black moved that the bill be read the last time now and
    placed upon its passage, which motion prevailed by a voice vote, and the
    bill was read the last time.

    properly related matters, was taken up for consideration.

         Senator Gronstal offered amendment S-3102 filed by him on March 8,
    1995, to pages 3 and 11 of the bill and moved its adoption.

         Amendment S-3102 was adopted by a voice vote.

         Senator Connolly moved that the bill be read the last time now and
    placed upon its passage, which motion prevailed by a voice vote, and the

    Administration to establish a national policy no later than July 1,

    deferred.

         Senator Iverson offered amendment S-3111 filed by him from the
