    EDUCATION

    Final Bill Action: *SENATE FILE 368 (SSB 260), a bill for an act
    relating to school finances by establishing a formula for determining
    the state percent of growth for purposes of the state school foundation
    program, increasing the regular program district cost guarantee for the
    school budget year commencing July 1, 1995, making an appropriation, and
    by transferring Iowa educational excellence program phase III moneys to
    phase II and providing effective and applicability date provisions.

    Recommendation: APPROVED COMMITTEE BILL.

    Final Vote: Ayes, 8: Connolly, Kibbie, Deluhery, Dvorsky, Fink, Hammond,
    Neuhauser and Szymoniak. Nays, 6: Redfern, Iverson, Kramer, Lind,
    Rensink and Tinsman.  Absent or not voting, 1: Murphy.

    Fiscal Note: NOT REQUIRED UNDER JOINT RULE 17.

         *Pursuant to Senate Rule 40, the Legislative Service Bureau
    reported nonsubstantive changes to the members of the Education
    Committee on Senate File 368 and they were attached to the committee
    report.



    HUMAN RESOURCES

    Final Bill Action: SENATE FILE 346 (SSB 296), a bill for an act relating
    to the establishment of practitioner review committees for the purposes
    of evaluating and monitoring practitioners who self-report physical or
    mental impairments.

    Recommendation: APPROVED COMMITTEE BILL.

    Final Vote: Ayes, 10: Szymoniak, Hammond, Boettger, Bartz, Dvorksy,
    Hansen, Kramer, Neuhauser, Tinsman and Vilsack. Nays, none.

    Fiscal Note: NOT REQUIRED UNDER JOINT RULE 17.

    ALSO:

    Final Bill Action: SENATE FILE 347 (SSB 188), a bill for an act relating
    to the third-party payment of health care coverage costs for preventive
    care services and mental health and substance abuse treatment services.

    Recommendation: APPROVED COMMITTEE BILL.

    Final Vote: Ayes, 9: Szymoniak, Hammond, Boettger, Bartz, Dvorksy,
    Hansen, Neuhauser, Tinsman and Vilsack. Nays, 1: Kramer.

    Fiscal Note: NOT REQUIRED UNDER JOINT RULE 17.
