         The Senate met in regular session at 9:03 a.m., President Boswell
    presiding.

         Prayer was offered by the Reverend Howard Innis, pastor of the
    First Church of the Nazarene, Fairfield, Iowa.

         The Journal of Wednesday, February 1, 1995, was approved.



                     HOUSE MESSAGES RECEIVED AND CONSIDERED

         The following messages were received from the Chief Clerk of the
    House:

         MR. PRESIDENT: I am directed to inform your honorable body that the
    House has on February 1, 1995, amended and passed the following bill in
    which the concurrence of the Senate is asked:

         Senate File 17, a bill for  an act establishing the state percent
    of growth for the school budget year beginning July 1, 1995, for
    purposes of the state school foundation program and providing effective
    and applicability date provisions (S-3026).

         ALSO: That the House has on February 1, 1995, passed the following
    bill in which the concurrence of the Senate is asked:

         House File 120, a bill for  an act establishing a schools making
    advances through technology program, creating a fund, making
    appropriations, and providing for related matters.

         This bill was read first time and passed on file.

         ALSO: That the House has on January 30, 1995, passed the following
    bill in which the concurrence of the Senate is asked:
