1 1 SENATE RESOLUTION NO.
1 2 BY HALVORSON, JUDGE, KIBBIE, VILSACK, GETTINGS,
1 3 BOSWELL, and FRAISE
1 4 A Senate Resolution requesting the Legislative Council
1 5 to establish an interim study committee to study
1 6 the issue of sharing and leasing government equipment.
1 7 WHEREAS, many state and local officials have
1 8 suggested that the present process for leasing and
1 9 sharing equipment between the federal government, the
1 10 state, and political subdivisions of the state is
1 11 insufficient and may in some instances inhibit sharing
1 12 and leasing arrangements; and
1 13 WHEREAS, there is little information available
1 14 regarding the extent to which counties, cities, school
1 15 districts, and the state and federal governments enter
1 16 into agreements to share or lease equipment and the
1 17 process that would be required between the
1 18 governmental entities to do so; and
1 19 WHEREAS, the promotion of shared equipment and
1 20 leasing arrangements between the federal government,
1 21 the state, and political subdivisions of the state is
1 22 in the best interests of the taxpayers of the state;
1 23 and
1 24 WHEREAS, the implementation of a process for
1 25 allowing leasing and sharing of equipment between
1 26 governmental entities shall require additional
1 27 information and discussion so that a process is
1 28 developed that does not directly compete with private
1 29 industry and that provides an efficient and cost-
1 30 effective method to be used by the state and political
2 1 subdivisions of the state for sharing and leasing of
2 2 government equipment; NOW THEREFORE,
2 3 BE IT RESOLVED BY THE SENATE, That the Legislative
2 4 Council is requested to establish an interim study
2 5 committee to study the issue of leasing and sharing
2 6 equipment between the federal government, the state,
2 7 and political subdivisions of the state.
