1 2 BY COMMITTEE ON RULES AND ADMINISTRATION
1 3 A Resolution commemorating the visit of the delegation
1 4 of parliamentarians from the Stavropol Krai and
1 5 recognizing the contributions of the parliamentarians
1 6 to strengthened relations between the Iowa State
1 7 Senate and the Stavropol Regional State Duma.
1 8 WHEREAS, the Iowa State Senate has established an
1 9 exchange of legislative members between the Stavropol
1 10 Regional State Duma based in Stavropol, Russia, and
1 11 the Iowa State Senate based in Des Moines, Iowa,
1 12 United States of America, a relationship first
1 13 initiated some four years ago; and
1 14 WHEREAS, under that exchange a formal visit of
1 15 legislative dignitaries from the Stavropol Regional
1 16 State Duma will take place in Des Moines, Iowa, during
1 17 the first week of April 1996; and
1 18 WHEREAS, the delegation of dignitaries includes Mr.
1 19 Yury A. Gontar, Deputy Chairman, Stavropol Regional
1 20 State Duma, Mrs. Tatyana D. Gabitova, Chairwoman,
1 21 Stavropol Regional State Duma Committee on Social
1 22 Support, Mr. Victor P. Khloponya, Chairman, Stavropol
1 23 Regional State Duma Committee on Legal and Human
1 24 Rights, and Dr. Victor A. Cherepanov, Chairman,
1 25 Stavropol Regional State Duma Committee on Auditing
1 26 and Accounting; and
1 27 WHEREAS, this visit demonstrates yet another
1 28 manifestation of the strong sister-state relationship
1 29 which exists between the State of Iowa and the
1 30 Stavropol Krai; and
2 1 WHEREAS, that relationship was created for the
2 2 purpose of establishing greater friendship and
2 3 understanding between the people of the State of Iowa
2 4 and the people of the Stavropol Krai through the
2 5 medium of direct personal communication; and
2 6 WHEREAS, one of the purposes of the sister-state
2 7 relationship is to conduct mutually beneficial social,
2 8 economic, educational, and cultural programs in order
2 9 to bring the citizens of Iowa and Stavropol closer
2 10 together and to strengthen international understanding
2 11 and good will; and
2 12 WHEREAS, the visit of the delegation of
2 13 representatives from the Stavropol Regional State Duma
2 14 is the first of this year's exchange visits of
2 15 legislators to the other state's legislature, and is
2 16 intended to benefit both legislative bodies through
2 17 the exchange of ideas and practical suggestions
2 18 regarding legislative solutions and procedures; and
2 19 WHEREAS, the visit of the Stavropol
2 20 parliamentarians is particularly intended to provide
2 21 the members of the Duma with an opportunity to view
2 22 Iowa's working democracy and free market economy, in
2 23 order to allow them to learn from the Iowa General
2 24 Assembly's traditions of lawmaking in a democratic
2 25 society and market economy, including the General
2 26 Assembly's continuing attention to legal and economic
2 27 reforms; and
2 28 WHEREAS, this visit will enable the Stravropol
2 29 parliamentarians to consider whether any of Iowa's
2 30 democratic and economic principles and reforms can be
3 1 applied to the betterment of the Stavropol Krai; and
3 2 WHEREAS, such learning is intended not only to
3 3 benefit the workings of the Stavropol Regional State
3 4 Duma but also to benefit economic development and
3 5 business relationships between the people of the State
3 6 of Iowa and the people of the Stavropol Krai; NOW
3 7 THEREFORE,
3 8 BE IT RESOLVED BY THE SENATE, That the Iowa State
3 9 Senate hereby commemorates the visit of the delegation
3 10 of parliamentarians from the Stavropol Krai,
3 11 encourages the work of the parliamentarians in their
3 12 efforts to strengthen the Stavropol Regional State
3 13 Duma as a democratic institution of self-government,
3 14 and recognizes the contributions of the
3 15 parliamentarians in the development of a closer
3 16 relationship between the Iowa State Senate and the
3 17 Stravropol Regional State Duma.
3 18 BE IT FURTHER RESOLVED, That the Secretary of the
3 19 Senate provide each member of the delegation from the
3 20 Stavropol Regional State Duma with an official copy of
3 21 this Resolution.
