  1  1    Section 1.  Section 144C.8, subsection 1, Code 1995, is
  1  2 amended to read as follows:
  1  3    1.  Phase I of the system shall be operational no later
  1  4 than July 1, 1996 1997.  For purposes of this chapter, "phase
  1  5 I" means the collection and submission of data including a
  1  6 patient identifier; a provider identification number; data
  1  7 elements included in the uniform billing-1992 form for
  1  8 hospitals; data elements included in the federal health care
  1  9 financing administration's 1500 form for physicians; an
  1 10 outpatient pharmacy code as determined by the board; data on
  1 11 all currently required discharges provided to the health data
  1 12 commission; and severity of illness and outcomes measurement,
  1 13 a measure of consumer health behavior, health status, and
  1 14 satisfaction with services provided as determined by the
  1 15 board.
  1 16    Sec. 2.  The community health management information system
  1 17 governing board shall review the policies and procedures for
  1 18 ensuring the confidentiality of information in the system and
  1 19 the penalties applicable to unauthorized release of the
  1 20 information.  The board, in consultation with the insurance
  1 21 division, shall develop options for enactment of appropriate
  1 22 penalties for unauthorized release of information.  The review
  1 23 by the board and penalty options developed shall be included
  1 24 in the board's annual report submitted to the Seventy-seventh
  1 25 General Assembly, 1997 Session, under section 144C.4.  
  1 26                           EXPLANATION
  1 27    This bill relates to the community health management system
  1 28 by extending by one year the date by which phase I of the
  1 29 system is to be implemented.  Phase I of the system relates to
  1 30 the collection and submission of specified data.
  1 31    The community health management information system
  1 32 governing board is to review the policies and procedures for
  1 33 ensuring the confidentiality of information in the system and
  1 34 the penalties applicable to unauthorized release of the
  1 35 information.  The review and options for enactment of
  2  1 penalties are to be submitted with the board's annual report
  2  2 to the general assembly for the 1997 legislative session.
