1 1 Section 1. PREVENTIVE CARE SERVICES AND MENTAL HEALTH AND
1 2 SUBSTANCE ABUSE TREATMENT STUDY.
1 3 1. a. The commissioner, pursuant to section 513B.37,
1 4 subsection 1, shall conduct a study to determine the
1 5 following:
1 6 (1) Whether expanded preventive care services are cost-
1 7 effective and whether such services should be included in the
1 8 basic health benefit plan and the standard health benefit plan
1 9 as established by the commissioner under section 513B.14.
1 10 (2) Whether expanded mental health and substance abuse
1 11 treatment coverage is cost-effective and whether such coverage
1 12 should be included in the basic health benefit plan and the
1 13 standard health benefit plan as established by the
1 14 commissioner under section 513B.14.
1 15 b. In determining whether such services and coverage under
1 16 paragraph "a", subparagraphs (1) and (2), should be included,
1 17 the commissioner, in addition to considering the cost-
1 18 effectiveness and other appropriate factors, shall also
1 19 consider the increase, if any, in premium necessary to fund
1 20 the expanded services or coverage, as applicable, and whether
1 21 any savings may be realized as a result of such inclusion.
1 22 2. The commissioner shall file a written report with the
1 23 general assembly on or before January 15, 1996, concerning the
1 24 results of the study.
1 25 Sec. 2. This Act shall only be effective if the general
1 26 assembly appropriates $25,000 to the insurance division of the
1 27 department of commerce for the purpose of completing the study
1 28 identified in section 1 of this Act.
