  1  1    Section 1.  COUNTY LAND PRESERVATION AND USE COMMISSION &endash;
  1  2 STUDY, UPDATE, AND REPORT.  Each county land preservation and
  1  3 use commission established pursuant to section 352.3 shall
  1  4 conduct a study regarding the conversion of agricultural land
  1  5 to nonfarm uses, including but not limited to urban
  1  6 development.  The commission may update its county use
  1  7 inventories as provided in section 352.4 and its county land
  1  8 preservation and use plan as provided in section 352.5.  The
  1  9 department of agriculture and land stewardship, department of
  1 10 management, department of natural resources, Iowa state
  1 11 university agricultural extension service, and the department
  1 12 of economic development shall, upon request, provide to each
  1 13 county commission any pertinent land use information required
  1 14 to carry out this section.  A commission may request relevant
  1 15 information from the United States geological survey.  Each
  1 16 commission shall submit a report to its county board of
  1 17 supervisors not later than September 1, 1995.  The report
  1 18 shall provide recommendations regarding methods to provide for
  1 19 the continued viability of agricultural land, and methods to
  1 20 minimize the impact of development activities.
  1 21    Sec. 2.  CONDITIONAL EFFECTIVENESS.  This Act shall not
  1 22 take effect unless an appropriation under section 25B.2,
  1 23 subsection 3, is made.
  1 24    Sec. 3.  EFFECTIVE DATE.  This Act, being deemed of
  1 25 immediate importance, takes effect upon enactment.  
  1 26                           EXPLANATION
  1 27    The bill provides that each county land preservation and
  1 28 use commission shall conduct a study regarding the conversion
  1 29 of agricultural land to nonfarm uses, including but not
  1 30 limited to urban development.  The bill provides that the
  1 31 commission may update its county use inventories as provided
  1 32 in section 352.4 and its county land preservation and use plan
  1 33 as provided in section 352.5.  The bill requires the
  1 34 department of agriculture and land stewardship, department of
  1 35 management, department of natural resources, Iowa state
  2  1 university agricultural extension service, and the department
  2  2 of economic development to provide requesting commissions with
  2  3 available land use information.  A commission may request
  2  4 relevant information from the United States geological survey.
  2  5 A commission must submit a report to its county board of
  2  6 supervisors not later than September 1, 1995.  The bill
  2  7 provides that the report must provide recommendations
  2  8 regarding methods to provide for the continued viability of
  2  9 agricultural land, and methods to minimize the impact of
  2 10 development activities.
  2 11    This bill may create a state mandate as provided in section
  2 12 25B.5.  The bill becomes effective when an appropriation
  2 13 required under section 25B.2, subsection 3, is made.  The bill
  2 14 takes effect upon enactment.
