  1  1    Section 1.  Section 331.440, subsection 2, Code 1995, is
  1  2 amended to read as follows:
  1  3    2.  The department of human services shall seek federal
  1  4 approval as necessary for the single entry point and clinical
  1  5 assessment processes to be eligible for federal financial
  1  6 participation under medical assistance.  A county may
  1  7 implement the single entry point process as part of a
  1  8 consortium of counties and may shall implement the process
  1  9 beginning with the fiscal year ending June 30 beginning July
  1 10 1, 1995.
  1 11    Sec. 2.  APPLICABILITY.  A county shall begin applying the
  1 12 single entry point process required by this Act on or before
  1 13 January 1, 1996.  The general assembly finds that a county's
  1 14 implementation of the single entry point process will be a net
  1 15 cost savings to the county and the provisions of section
  1 16 25B.2, subsection 3, shall not apply to this Act.  
  1 17                           EXPLANATION
  1 18    This bill requires implementation of a single entry point
  1 19 process for delivery of mental health, mental retardation, and
  1 20 developmental disabilities services paid for in whole or in
  1 21 part by county funds.
  1 22    The single entry point process includes activities such as
  1 23 reviewing a person's service eligibility and appropriateness
  1 24 of services.  Current law authorizes a county to implement
  1 25 this process voluntarily beginning in fiscal year 1994-1995
  1 26 and requires implementation as a prerequisite for receiving
  1 27 state payment for such services beginning with fiscal year
  1 28 1996-1997.  The bill requires implementation no later than
  1 29 January 1, 1996.
  1 30    The bill includes a finding by the general assembly that
  1 31 implementing the process will be a net cost savings and that
  1 32 the state mandate relief provisions of chapter 25B do not
  1 33 apply.
