1 1 SENATE CONCURRENT RESOLUTION NO.
1 2 BY COMMITTEE ON SMALL BUSINESS, ECONOMIC DEVELOPMENT,
1 3 AND TOURISM
1 4 (SUCCESSOR TO SSB 2341)
1 5 A Concurrent Resolution requesting that Iowa's
1 6 congressional delegation support guaranteed state
1 7 legislative involvement in the reorganization,
1 8 implementation, and funding of federal workforce
1 9 development and job training programs in the states.
1 10 WHEREAS, Congress is considering significant
1 11 changes in the manner in which workforce development
1 12 and job training programs are administered and funded;
1 13 and
1 14 WHEREAS, several proposed changes would restrict or
1 15 bypass the legislature in the allocation of federal
1 16 funds by providing the federal funds directly to the
1 17 governor or the state agencies responsible for the
1 18 programs; and
1 19 WHEREAS, it is the constitutional prerogative of
1 20 the legislature to appropriate funds for expenditure
1 21 by state agencies; and
1 22 WHEREAS, the legislative process allows for public
1 23 participation and the presentation of differing
1 24 perspectives on workforce development and job training
1 25 programs that is lacking in the executive branch; NOW
1 26 THEREFORE,
1 27 BE IT RESOLVED BY THE SENATE, THE HOUSE OF
1 28 REPRESENTATIVES CONCURRING, That the General Assembly
1 29 strongly urges the members of Iowa's congressional
1 30 delegation to support provisions in any legislation
2 1 regarding the manner in which federal workforce
2 2 development and job training programs are administered
2 3 and funded requiring that federal block grant funds
2 4 for workforce development or job training programs be
2 5 appropriated by the states' legislatures according to
2 6 the laws and procedures applicable to the
2 7 appropriation and expenditure of states' own revenues;
2 8 and
2 9 BE IT FURTHER RESOLVED, That the Secretary of the
2 10 Senate shall send copies of this Resolution to each
2 11 member of Iowa's congressional delegation.
