  1  2  BY  COMMITTEE ON COMMUNICATION AND INFORMATION POLICY
  1  3                 (SUCCESSOR TO SSB 2344)
  1  4                 (COMPANION TO HCR 118)
  1  5 A Concurrent Resolution recognizing the League of Women
  1  6    Voters of Iowa and Cornell College for their efforts
  1  7    in creating an Internet-accessible system for
  1  8    obtaining legislative information.
  1  9    WHEREAS, an enlightened citizenry is an
  1 10 indispensable ingredient of the infrastructure of
  1 11 democracy; and
  1 12    WHEREAS, the Internet, a federated system, composed
  1 13 of allied computer networks, that connects
  1 14 governmental, educational, scientific, and commercial
  1 15 institutions, is rapidly expanding to serve as a
  1 16 critical channel of communication which allows persons
  1 17 immediate access to information, issues, and decisions
  1 18 that have a profound impact upon the course of public
  1 19 policy and the lives of Iowa's citizens; and
  1 20    WHEREAS, the League of Women Voters of Iowa,
  1 21 established in 1920, and Cornell College, founded in
  1 22 1853, have been devoted to the public causes of
  1 23 supporting learning, promoting democratic values, and
  1 24 encouraging open access to information and the
  1 25 expression of opinions essential for self-government;
  1 26 and
  1 27    WHEREAS, since 1994, the League of Women Voters of
  1 28 Iowa and Cornell College have been jointly dedicated
  1 29 to establishing an Internet-accessible system to allow
  1 30 citizens of this state to access legislative
  2  1 information, including statutes and legislative
  2  2 proposals; and
  2  3    WHEREAS, in 1996, the League of Women Voters of
  2  4 Iowa and Cornell College presented this system for use
  2  5 and operation by the General Assembly in order to
  2  6 ensure free and open access of legislative information
  2  7 to Iowa's citizenry; NOW THEREFORE,
  2  8    BE IT RESOLVED BY THE SENATE, THE HOUSE OF
  2  9 REPRESENTATIVES CONCURRING, That the General Assembly
  2 10 recognizes the contribution that the League of Women
  2 11 Voters of Iowa and Cornell College have made to this
  2 12 state, including affording citizens of the state a
  2 13 greater opportunity to access law and legislation and
  2 14 to participate in our democratic system of government;
  2 15 and
  2 16    BE IT FURTHER RESOLVED, That copies of this
  2 17 resolution be sent by the Secretary of the Senate to
  2 18 the President of the League of Women Voters of Iowa,
  2 19 and to the President of Cornell College.
