PAG LIN 1 1 SENATE CONCURRENT RESOLUTION NO. ___ 1 2 BY COMMITTEE ON STATE GOVERNMENT 1 3 (SUCCESSOR TO SCR 22) 1 4 (COMPANION TO LSB 2441HH BY VAN MAANEN) 1 5 A Concurrent Resolution urging the Congress of the 1 6 United States to allow retired members of the 1 7 United States Armed Forces who have a service- 1 8 connected disability to concurrently receive 1 9 retired pay and disability compensation. 1 10 WHEREAS, persons retired from military service are 1 11 required by law to waive from their longevity 1 12 retirement pay an amount equal to the compensation for 1 13 service-connected disability paid by the United States 1 14 Department of Veterans Affairs; and 1 15 WHEREAS, retired military personnel are the only 1 16 federal personnel required to waive the compensation; 1 17 and 1 18 WHEREAS, the waiver is discriminatory and unjust; 1 19 and 1 20 WHEREAS, the military retirement system is unique 1 21 because it is the top incentive for high quality 1 22 people to consider making a career in the United 1 23 States Armed Forces and is a central issue in 1 24 sustaining active duty retention and readiness; and 1 25 WHEREAS, military retired pay is purely earned 1 26 compensation; and 1 27 WHEREAS, large financial sacrifices already have 1 28 been imposed on career military members; and 1 29 WHEREAS, the long-term retired pay, plus service- 1 30 connected disability compensation, will trail 2 1 inflation as the military population declines and 2 2 lower cost-of-living adjustment rules take effect for 2 3 those persons who came on active duty after 1986; and 2 4 WHEREAS, currently only about 17 percent of those 2 5 who enter military service are thinking of making the 2 6 military service a career, citing unwillingness to 2 7 endure the sacrifices of hazardous duty, family 2 8 separation, frequent moves, forfeiture of personal 2 9 freedoms, and a forced midlife career change after 20 2 10 years of service; and 2 11 WHEREAS, military members are compelled by law and 2 12 policy to retire in their forties, which is the point 2 13 of their maximum financial need because of college-age 2 14 children, home mortgages, and the need for family 2 15 health care insurance, and their own retraining needs, 2 16 as most retirees served in the combat arms 2 17 skills&endash;infantry, artillery, and armor&endash;and have no 2 18 immediate transferable civilian career field job 2 19 opportunities; NOW THEREFORE, 2 20 BE IT RESOLVED BY THE SENATE, THE HOUSE OF 2 21 REPRESENTATIVES CONCURRING, That the Congress of the 2 22 United States be urged to adopt H. 65 which will allow 2 23 retired members of the United States Armed Forces who 2 24 have service-connected disabilities to concurrently 2 25 receive retired pay without reduction of the amount of 2 26 their United States Department of Veterans Affairs 2 27 disability compensation. 2 28 BE IT FURTHER RESOLVED, That copies of this 2 29 resolution be sent to the Governor of Iowa, the 2 30 President of the United States, the President of the 3 1 United States Senate, the Speaker of the United States 3 2 House of Representatives, and the members of Iowa's 3 3 congressional delegation. 3 4 LSB 2441SV 76 3 5 tj/jw/5.1
