PAG LIN 1 1 SENATE CONCURRENT RESOLUTION NO. 1 2 BY HAMMOND, DRAKE, GRONSTAL, CONNOLLY, SZYMONIAK, 1 3 and DVORSKY 1 4 (COMPANION TO LSB 2299HH BY DODERER) 1 5 A Concurrent Resolution recognizing the Seventy-fifth 1 6 Anniversary of the American Civil Liberties Union 1 7 and the Sixtieth Anniversary of the Iowa Civil 1 8 Liberties Union. 1 9 WHEREAS, the National Civil Liberties Bureau, 1 10 established in 1917 by Roger N. Baldwin and Crystal 1 11 Eastman to fight against government suppression of 1 12 dissenters' rights during World War I, became the 1 13 American Civil Liberties Union (ACLU) in 1920; and 1 14 WHEREAS, the founding members, Arthur Garfield 1 15 Hays, Sophonisba Breckenridge, Norman Thomas, Albert 1 16 DeSilver, James Weldon Johnson, Jane Addams, Helen 1 17 Keller, and Felix Frankfurter, established the new 1 18 organization in a climate of lingering wartime 1 19 hysteria to defend free speech; to fight 1 20 discrimination against the foreign-born; to fight the 1 21 deportation of immigrants for their political beliefs; 1 22 to defend the right of trade unions to organize and 1 23 hold meetings; and to secure the release of hundreds 1 24 of activists imprisoned during the war; and 1 25 WHEREAS, today, the ACLU honors that legacy by 1 26 defending the First Amendment rights of even the most 1 27 unpopular minorities, the right to equal treatment 1 28 regardless of a person's classification, the right to 1 29 due process of law, the right to privacy, and other 1 30 enumerated rights guaranteed in the Bill of Rights; 2 1 and 2 2 WHEREAS, the Iowa Civil Liberties Union (ICLU), one 2 3 of the oldest affiliates of the ACLU, comprised of 2 4 over 2,000 members from across Iowa, is an 2 5 organization founded in 1935 by Professor Edward S. 2 6 Allen, College of Mathematics, Ames; J.C. Lewis, 2 7 President of the Iowa State Federation of Labor, Des 2 8 Moines; Reverend Stoddard Lane, pastor of Plymouth 2 9 Congregational Church, Des Moines; John D. Denison, 2 10 attorney and referee in bankruptcy, Des Moines; Mrs. 2 11 Laetitia Conrad, Professor of Sociology at Grinnell 2 12 College, Grinnell; Joseph I. Brody, attorney, Des 2 13 Moines; and Reverend Aron S. Gilmartin, Des Moines; 2 14 and 2 15 WHEREAS, the ICLU is dedicated to protecting and 2 16 preserving the basic freedoms for all Iowans as 2 17 guaranteed by the United States Constitution and the 2 18 Bill of Rights; and 2 19 WHEREAS, the ICLU takes this mandate seriously and 2 20 has, for 60 years, opposed, through litigation, 2 21 legislation, and public education, encroachments on 2 22 the civil liberties of Iowans, regardless of how 2 23 unpopular their cause or their political affiliation; 2 24 NOW THEREFORE, 2 25 BE IT RESOLVED BY THE SENATE, THE HOUSE OF 2 26 REPRESENTATIVES CONCURRING, That the Iowa General 2 27 Assembly recognizes and congratulates the American 2 28 Civil Liberties Union for 75 continuous years, and the 2 29 Iowa Civil Liberties Union for 60 continuous years of 2 30 commitment to protecting the basic civil liberties of 3 1 all Americans, specifically those of Iowans, and 3 2 guaranteeing legal representation to groups that have 3 3 been denied those rights. 3 4 LSB 2299SS 76 3 5 kh/jj/8
