PAG LIN 1 1 SENATE CONCURRENT RESOLUTION NO. ___ 1 2 BY COMMITTEE ON AGRICULTURE 1 3 A Concurrent Resolution in support of improvement in 1 4 the wetland delineation process and a moratorium 1 5 on wetlands determination until the 1995 farm bill 1 6 has been passed and signed into the law by the 1 7 Congress and the President. 1 8 WHEREAS, it has been historically consistent policy 1 9 of Iowa to improve the productivity of our soil to the 1 10 ultimate economic benefit of all Iowans; and 1 11 WHEREAS, federal agencies have too much latitude 1 12 for interpretation to consistently apply wetland 1 13 policies, including a determination of which years 1 14 employed in the evaluation process are "wet", "dry", 1 15 or "normal" years; and 1 16 WHEREAS, the definition of wetland is too complex 1 17 for people to understand; and 1 18 WHEREAS, wetland delineation issues will be debated 1 19 and modified in the 1995 farm bill requiring current 1 20 wetland delineations to be revised; and 1 21 WHEREAS, the Fish and Wildlife Service, the 1 22 Environmental Protection Agency, the United States 1 23 Department of Agriculture, and the Army Corps of 1 24 Engineers all have federal jurisdiction over wetlands; 1 25 NOW THEREFORE, 1 26 BE IT RESOLVED BY THE SENATE, THE HOUSE OF 1 27 REPRESENTATIVES CONCURRING, That there be a moratorium 1 28 on wetland delineation until passage of the 1995 farm 1 29 bill; and 1 30 BE IT FURTHER RESOLVED, That Congress should 2 1 encourage the voluntary preservation of wetlands, 2 2 including the offering of incentives, but should not 2 3 impose mandatory practices on owners of private 2 4 property; and 2 5 BE IT FURTHER RESOLVED, That Congress support the 2 6 right of farmers to repair, maintain, or improve 2 7 private drainage systems; and 2 8 BE IT FURTHER RESOLVED, That Congress require lands 2 9 designated as a wetland be an area not less than ten 2 10 acres in size; and 2 11 BE IT FURTHER RESOLVED, That Congress recognize the 2 12 need to reduce the financial burdens placed on our 2 13 children's future due to its unsound budget practices 2 14 which means fewer federal dollars can be dedicated to 2 15 wetland issues making it essential to focus efforts on 2 16 protecting true wetland areas, such as clearly 2 17 identifiable swamps and marshes; and 2 18 BE IT FURTHER RESOLVED, That copies of this 2 19 resolution be sent to the President of the United 2 20 States; the Chief of Engineers, United States Army 2 21 Corps of Engineers; the Missouri River Division 2 22 Commander, United States Army Corps of Engineers; the 2 23 United States Secretary of Agriculture; the 2 24 administrator of the Environmental Protection Agency; 2 25 the Secretary of the Interior; the Speaker of the 2 26 United States House of Representatives; the Majority 2 27 Leader of the United States Senate; and the members of 2 28 Iowa's congressional delegation. 2 29 SCR 20 2 30 da/cc/26
